Two Separate Solutions from Elektra for the E-Invoice System (TUROB Magazine August 2013 Issue)
Let's Call You

Talya Bilişim provides great ease in the e-Invoice system with its Portal and Private Integration solutions.
Talya Bilişim Financial Consultant Kemal Gürsoy shares the following information, stating that hotels only need to apply to the Revenue Administration to open a user account and obtain a financial seal:
"e-Invoice can be defined as a tool planned to replace paper invoices, prepared and transferred digitally, reducing time, labor, and equipment costs in processes such as printing, mailing, and receiving paper invoices. At the same time, e-Invoice is an effective auditing tool for the Revenue Administration. In Turkey, e-Invoice was regulated by Tax Procedure Communiqué No. 397 published on 05/03/2010 and updated by Communiqués No. 416, 421, and 424. According to these communiqués: those holding mineral oil licenses under Petroleum Market Law No. 5015; those purchasing goods from such license holders in 2011 and having a minimum gross sales revenue of 25 million TRY as of 31/12/2011; manufacturers, constructors, or importers of goods listed in Annex (III) of Special Consumption Tax Law No. 4760 (such as cola soda, tobacco products, alcoholic beverages); and those purchasing such goods in 2011 with at least 10 million TRY gross sales revenue by 31/12/2011 are required to use e-Invoice. Businesses not under this obligation can also use e-Invoice if they apply. Obligated businesses must apply to the Revenue Administration by 01/09/2013 and complete preparations to start using e-Invoice by 31/12/2013. According to the regulation, invoices issued instead of e-Invoices by obligated businesses are considered as not issued.
In practice, e-Invoice is sometimes confused with the Electronic Invoice Registration System (EFKS). EFKS preceded e-Invoice and only allowed six firms (Avea, TTNET, Turkcell, Türk Telekom, Vodafone, and Bursa Gas) to issue invoices digitally to all their customers under a 2008 protocol. In the e-Invoice system, only businesses registered to the system must issue invoices to each other in e-Invoice format. Firms not registered cannot issue e-Invoices, even if they want.
In this context, businesses obligated for e-Invoice should apply to the Revenue Administration by 01/09/2013 and update their IT infrastructure to transition to the e-Invoice system by 31/12/2013, reducing costs and fulfilling legal obligations."

Kemal Gürsoy: We Support Hotels with Portal and Integration Management
Gürsoy states that the Revenue Administration offers three different options for e-Invoice transmission to taxpayers:
"The first is Portal Management, where information is sent to the Revenue Administration’s e-Invoice portal in a specified format. This web-based system makes sending, receiving, and archiving invoices easy but limits usage to 5000 invoices per month.
The second option is Integration Method, where the taxpayer integrates their own software with the Revenue Administration’s system.
The third option is sending e-Invoices through a Private Integrator, which is more suitable for large businesses issuing many invoices. Taxpayers can use the private integrator’s financial seal and archive through the integrator.
As Talya Bilişim, we prepare both Portal and Private Integration options for our users. Hotels only need to apply to the Revenue Administration to open a user account and obtain a financial seal. During application, the chosen system method must be specified.
It is also possible to start with the Portal Method and later switch to Integration or use Private Integrator. In that case, informing the Revenue Administration and signing a contract with the Private Integrator firm is sufficient."
